Allegheny County tax assessor Joan Marie Morgano owes a debt of gratitude to the primary elections and the kerfluffle over at Penn State for distracting everyone from this particular scandal. She’s been charged with spending Pennsylvania Assessors Association checks on personal expenses at Giant Eagle, Biondi Motors, and others. This is not exactly the level of ethical conduct you’d hope for in someone in charge of your property tax assessment. However, Allegheny County tells the Post-Gazette that Ms. Morgano is still working for the county.

Third Chair: Pittsburgh 
The stolen money was not county funds. She stole money from the Assessor’s Association of Pennsylvania, which is not part of any government.
